Pleasure Craft Immigration Clearance for overseas boating activities/fishing

Background

  1. Prior to the closure of most countries’ borders (Covid) back in the year 2020, pleasure craft conducted their outbound & inbound immigration clearance at 2 locations:
    • Changi General Purpose Anchorage
    • Off Sisters Island

Current Procedure

  1. In the year 2022, ICA revised the immigration procedure for pleasure craft departing Singapore. There are 2 routes that boaters can adopt:
    • Land Transfer Facilitation Scheme to Marina South Pier or
    • West Coast Pier
  1. In 11 Jul 22, ICA introduced another clearance checkpoint at Changi Point Ferry Terminal (CPFT) to facilitate CSC, MCC & SAFYC boaters.

Departure Procedure

  • Boater to submit crew list, intended departure/arrival date to SAFYC – Andy at least 2 weeks before departure
  • Boater to email Changi Sailing Club – CSC (at least 3 days before departure on intended ETA to CSC. Contact – mayling@csc.org.sg
  • Operating hours of ICA Immigration Clearance – 0700H to 1900H
  • On the day of departure, SAFYC pleasure craft’s arrived at CSC. Anchored/moored and await for CSC ferry service to fetch all crew/pax from boat to pontoon.
  • Cost $50 (including mooring/ferry service)
  • Crew/pax proceeds to Changi Point Ferry Terminal (CPFT) directly. (10 mins walk)
  • Proceed for departure immigration clearance at CPFT International immigration counters
  • Once cleared, crew/pax to wait for the bumboat at the international jetty
  • Bumboat services MUST be booked at least 1 day in advance (Bumboat operator chairman – Mr Chua Kok Heng, 96661676)
  • (Cost – $70/one-way weekday trip & $80/one-way weekend trip). Max 12 pax.
  • Upon bumboat arrival at CSC, transfer crew/pax from bumboat to yacht
  • Yacht departs Singapore
  • Total cost – SAFYC – $15 (Port Clearance services), CSC – $50 (1 x mooring/ferry service), Bumboat Operator – $70/$80 (one way bumboat service)

Arrival Procedure

  • Boater to email Changi Sailing Club – CSC (at least 3 days before arrival on intended ETA to CSC. Contact – mayling@csc.org.sg
  • Operating hours of ICA Immigration Clearance – 0700H to 1900H
  • Arriving SAFYC yacht’s proceeds to CSC to anchor/moored.
  • Bumboat services MUST be booked at least 1 day in advance (Bumboat operator chairman – Mr Chua Kok Heng, 96661676)
  • Boater arranges for one-way CPFT bumboat services ($70/one-way trip & $80/one-way weekend trip )
  • No crew or pax allowed to disembark from the yacht except for the purpose of transferring from the yacht to the bumboat.
  • After arrival clearance is accorded, the crew/pax may enter Singapore via CPFT.
  • Walk back to CSC (10 mins) and await for CSC ferry service to fetch all crew/pax from pontoon to Yacht.
  • Cost $50 + GST (include mooring/ferry service)
  • Depart CSC for SAFYC
  • Total cost – CSC – $50 (1 x mooring/ferry service), Bumboat Operator – $70/$80 (one way bumboat service)
